LABOUR gained one seat but failed to take control from the Conservatives of Elstree and Borehamwood Town Council.
The party had been hoping to seize control but fell short of overturning Tory control of the three seats in Brookmeadow.
Labour did make a gain in Kenilworth – taking the seat vacated by former Conservative leader Hannah David, who stepped down prior to yesterday's election.
The result, announced this afternoon at Allum Hall, means the Tories now hold eight seats to Labour's five.
