Two blocks of flats could be built in Radlett creating 65 new homes on a former industrial site.
Plans for a new estate of three and four storey apartment blocks in Watling Street have recently been submitted to Hertsmere Borough Council. Buildings on the 75 acre former Quadrant and Houseboat Works site would be demolished to make way for a mix of modern one, two and three bedroom flats.
A large four-storey block of 60 apartments, mostly two bedroomed, would be built under the scheme, along with a separate three-storey block of five affordable housing units.
Although the application will not be considered by a Hertsmere planning committee until August at the earliest, the plans have already sparked much interest and concern.
Councillor Martin Saunders said: "I am aware of the concern of those in the immediate vicinity in Kitswell Way," which is the proposed access point for the planned site.
He said there was a planning brief which in principle accepts the suitability of a substantial part of the site for housing.
The applicant plans to provide 110 car parking spaces, some in the basement of the main block and some in an outdoor car park.
