Men from Borehamwood and Shenley were among the 31 arrested in Hertfordshire following England's Euro 2004 clash with France on Sunday.
In total the county's police dealt with 90 football related incidents ranging from assault, criminal damage, wounding and harassment.
On the day of England's dramatic defeat the custody suite at Borehamwood Police Station was opened up, and a 19-year-old man from Borehamwood was arrested for being drunk and disorderly and a 23-year-old man from Shenley was arrested for actual bodily harm (ABH).
In Hatfield a 24-year-old Borehamwood man was taken into custody after he was arrested for criminal damage.
Hertfordshire Police were among the busiest forces in the country on Sunday night, particularly when police officers in Cheshunt were faced with more than 150 fans rioting in the high street.
Chief Inspector Richard Harbon said a great deal of planning went into the policing operation.
"We will be reviewing our resources to ensure members of the public can enjoy each match in safety.
"The type of behaviour that we witnessed in Cheshunt will not be tolerated," he added.
