A convenience store in Borehamwood has won an appeal against Hertsmere Borough Council's decision to remove its licence to sell alcohol.
Last October, the Borehamwood and Elstree Times reported that the council's licensing sub-committee revoked the licence for Budget Express, in Manor Way, after hearing evidence from police.But on Monday, St Albans Magistrates' Court overturned the decision and ordered the council to pay £1,250 in costs to the owner of the shop, Balachandran Parameswaran.Speaking after the decision, Mr Parameswaran said: "I am very happy because I think it was a very bad decision by the council."Councillor Martin Heywood, who chaired the licensing meeting last year, said: "I think it is a shame, we voted unanimously because the evidence given at the time suggested that the owners were not able to follow the police's instructions."But unfortunately it seems the magistrates did not see it in the same light. It makes me wonder why we, who are seemingly more in touch with local issues, go through these investigations, when the courts just overturn our decisions."
